I don't quite know what Parallax Sinestro brings to the table.

Sinestro, very easily. Mandy's rings are very nice but they don't have the raw power of Sinestro's ring. Mandy's rings also don't have the versatility.

I think people are underestimating the Mandarin but I also think Sinestro would come out on top!

Sinestro cuts off the Mandarin's hands 2-7

Doomsday (this is Doomsday right before New 52)

Doom. The guy has to have contingencies against most of the Marvel Universe, and there's nothing about Doomsday that wouldn't fall into that.

I don't know. It's hard to say. I can honestly say Doom has never fought anybody like Doomsday. Sure he's fought and won against more powerful beings, but nobody as savage, as fast, or as down right unpredictable. If he had prep time, sure, but a full on blitz from 900 pounds of seething rage and destruction moving at nearly the speed of light coming right at him out of nowhere? I don't know man. I don't know.

Hasn't Doom faced the Hulk a few times?

The Hulk ain't Doomsday.

They're similar in temperament, but as I said, that speed. Hulk's nowhere near that fast.

But if his legs were really that strong he would be.

Strength has nothing to do with how fast you can move or how well you can jump. When I was young I had very strong leg muscles but I was never more than an average runner or jumper. Running, jumping and punching power are determined more by how fast your nerve impulses travel and by how fast the muscle fibers twitch than by raw power. You run fast or punch hard by transmitting the power you generate into the ground or an opponent in a very small amount of time. Beyond a certain point the force isn't transmitted, it's retained by the body and wasted. When a human runs the bulk of all the energy generated is wasted because the legs cannot use the energy efficiently.
