I know he did use a wig in TA and possibly TFA, but it seems like he's not in TWS.

You are right Webfoot, it's probably just the direct sunlight.

I didn't really notice the wig in The Avengers, maybe I will when I watch it again or maybe I won't. Who knows?

I'm wondering now if what they filmed was Atwell as is (i.e.: without 100-year old makeup), and this is a fantasy/dream sequence for Steve about "what might have been." And Peggy *is* already long since dead.

That's a damn sight better compromise for getting "The Last Waltz" than getting creepy with Steve cruising the old folks' home.

We don't know what the context of any of this will be. We know they're filming Atwell as Young Peggy *and* Old Peggy, and we know that some of the footage is for CATWS and some of it is for the one-shot film about Peggy's post-CATFA exploits. For all we know, the "Old Peggy" scenes may feature her in the not-too-distant past, circa the late 80s-early 00s, *before* Cap was thawed out.

And before you bring up her SHIELD file in the deleted scene from The Avengers, here's the reality check about that dossier that everybody seems to have missed. The dossier is old, and I'd estimate it dates from the late 1980s. Why? Because her career log shows her working for the "SSR" (not SHIELD yet: the SSR) on up until 1985, when she retires from active duty at age 65-66. The dossier shows her last *known* address in Winchester, UK. Meaning that when the dossier was compiled, her whereabouts and status were unknown to SHIELD. That's probably because SHIELD doesn't adopt that monicker until the late 80s or early 90s, and they didn't have any reason to keep tabs on a retired agent. That would explain why these dossiers are typewritten (you know, back when there *were* still such things as typewriters) instead of on a computer, or at least on a dot-matrix printout.

The TLDR bottom line about the Peggy Carter dossier is that SHIELD doesn't know what happened to her since 1985, and hasn't been keeping tabs on her.

I'll also note that the original set report about the Old Peggy scene claimed that it was a retirement home (which DCMF now calls into question), and that Cap was visiting there "with his WWII buddies." Who? The dossiers showed that Morita and Union Jack (Falsworth) were definitely deceased; and we all know what becomes of Bucky. So that would leave Dum-Dum, Jacques Dernier and/or Gabe Jones as those "WWII buddies." And none of those actors were seen on the set for that shoot. In fact, Steve and Natasha were the only other players seen there with Peggy.

As far as I'm concerned, all of this "last dance" stuff is still up in the air. It may be a combination of CATWS scenes and Peggy's one-shot; it may be dream sequences and/or flashbacks; it may be branching plotlines that they filmed and they'll test which version (old Peggy vs. dead Peggy) works best for the script.
