Kevin Feige said himself it was going to happen. :/

We've never known exactly when, but considering they are being given a very large role in the upcoming Infinity event and will have a much bigger part in the Marvel U going forward, I have a hard time imagining the film isn't close to being announced ala phase 3.

3-4 from different studios is different from 3-4 from Marvel Studios itself. They can't control what Fox and Sony do. And I'm pretty sure Feige or someone close to the production said they looked into making more than 2 films a year and it just wasn't a viable option at the moment and they didn't have the resources for it. Again, they're already supported by Disney, so if they don't have the resources for it now I doubt that will change magically in the immediate future.
