Well, if his entire look is based on Ultimate Falcon, then it's more than a nod to that.

I mean there's this…

and this…

Because I think that Falcon's onscreen translation of the Ultimates costume is practically flawless.

They will probably do what they've done with all the characters and do a hybrid of their own concepts, the 616 universe and the Ultimate universe.

I think this version of falcon could look cool with more red and white, just not overboard with too much color. I think it would be cool for him to transition to more color if he's in Avengers, which I hope he is.

The big wings are sort of a nod to his comic book costume

Dunno why that's not taken for granted by now. Practically everything Marvel Studios has done combines elements of 616 and Ultimates, as well as adding new and original layers to the mythology and look of all their characters.

Basically yep. TWS' version of Sam is pretty much "look of Ultimates" + maybe, "Personality of 616". Without the awkward pimp background.

It's pretty much the same thing they did with Cap/Steve. Kept his 616 personality but gave him the costume more reminiscent of Ultimate Captain America. They are hybriding the two comic universes to create a unique MCU version.

People do have trained raptors, and have had for thousands of years. He could have a bird without needing the telepathic link.

Maybe the world has to wait for Hank Pym Tony Stark to invent animal communication tech.

Even if he does look pretty generic it's a great look if you ask me. The CGI looks great too.

I don't' get the problem with the telepathic link. Being able to nonverbally communicate with birds and use them as Bio organic aerial Drones seems like a very useful power.

hummingbird size shape spy drone

American Spy Bird Drone discovered in Pakistan

New Drone Insect and Bird predator drone blending in.

I don't have a problem with it at all, myself. Seems like exactly the kind of experiments governments or espionage organizations in a world with supers would develop.

It wouldn't ruin the film for me if they don't have Redwing, but it would be good.

Sam also shares his military background with Ultimate Sam.

Cap's movie costume, though, I disagree on.

Can't see it.

*Based* on the Ultimate WWII, Bull. Not a point-for-point translation to the screen. (Few super costumes are, even in the MCU.) And the movie even gave a version of the GI helmet and the kite shield, remember?

Yeah, I understand, but I still don't see how the MCU costume has been said to be based on the Ultimate costume.

Any similar factors are common to both Ultimate and 616.

The kite shield is from Cap's earliest 616 appearances, too. And that is the version they had used. You'll notice the Ultimate kite shield has a whole bunch of stars while the MCU kite shield, like the 616 kite shield, has three.

For those wondering how Falcon gets his wings, in an interview with Total Film Magazine, Mackie said that

The Air Force had a specialty group. Like the Navy Seals. But instead of giving them the ability to quietly go in and maneuver through hazardous territories, they gave them the ability to fly...

Bull, don't forget that TFA also included this costume:

So they borrow design impressions, detail, other imagery from both universes and combine it for the MCU.

I do think the MCU first movie costume is probably closer in look to the 616 universe. But there are some similarities with the Ultimates line, the helmet, for example.
