Microsoft did something similar with the Xbox 360 when they tried to get exclusive rights to several popular Japanese series.

Though in the case of Tales of Vesperia, it did eventually get a PS3 release – but only in Japan.

Psycho-Pass: Mandatory Happiness coming west for PS4, PS Vita, and PC this fall

NIS America not localizing the Xbox One version.

NIS America is bringing Psycho-Pass: Mandatory Happiness to North America and Europe for PlayStation 4 and PS Vita both physically and digitally, and to PC via Steam, in fall 2016, the company announced.
The 5pb.-developed visual novel first launched for Xbox One in Japan on May 28, 2015. The PlayStation 4 and PS Vita versions aren’t due out in Japan until March 24. The PC version is new for the western release.

Set during the time-span of the first season of the Psycho-Pass anime series, Mandatory Happiness adds backstory and world building to the overall series, as well as in-depth story-lines to each of the newly introduced characters. The player will be faced with a “multitude” of decisions that ultimately change the outcome of the game.

NIS America is holding a press event in San Francisco later this evening. We imagine news of the localization was supposed to be embargoed until then, but their European press site went up with the information early. Thanks, DualShockers, for the notice.

Get the trailer and fact sheet below.

About the Story
In the near future, advanced technological developments have allowed one’s mental state and disposition to be quantified and profiled.
For the public’s welfare, all emotions and thoughts are documented and managed by the Sibyl System. This system measures the quality of each person’s life by what is known as the PsychoPass, a reading of an individual’s mind. Broken down into two main components, the PsychoPass is the system’s omniscient eyes of justice. One of these components is the Hue, which is a visual representation of the Psycho-Pass that conveys a person’s stress level. The other is the Crime Coefficient, which is a numerical value that represents a person’s criminal capacity. This number determines whether an individual requires enforcement by the detectives of the Public Safety Bureau. Detectives are divided into two groups: Enforcers, who are tasked with the investigation of crimes and the apprehension of criminals, and Inspectors, who are charged with managing the Enforcers.
About the Game
The player can choose between two new detectives assigned to the Criminal Investigation Department’s Division 1; Nadeshiko Kugatachi, a calm and serious Inspector whose memories were wiped, and Takuma Tsurugi, a hot-headed Enforcer who is searching for his missing childhood friend.
You must decide the best course of action for each given situation, but regardless of the hierarchy that separates Inspector from Enforcer, players must be mindful that every decision has its own repercussions. With an intricate decision-making system, Psycho-Pass: Mandatory Happiness offers a twisted plot and compelling cases, providing a number of different endings. Ultimately, depending on the choices made, Hues may deteriorate beyond recovery, cases may be left unsolved, and the game may end quicker than expected. visit gallery »

Oprainfall had the honor to sit with Robbie and Alan from NISA to discuss their upcoming titles such as Pyscho-Pass and other future projects at GDC 2016.

When did Psycho-Pass: Mandatory Happiness get on NISA’s radar?

Alan: It wasn’t part of the discussion at first, but at last year’s TGS it was brought up in a conversation with our execs and their licencing company.

The game was originally an Xbox One exclusive and then ported over to PlayStation 4 and PlayStation Vita; do you know what led to the console change?

Alan: I have no clue, but I have a feeling that it was just a timed exclusive and they always had the intention to put it on something else. Although, that is my personal opinion.

Do you know if there will be cross-save functionality between the PlayStation 4 and PlayStation Vita versions?

Robbie: Unfortunately, there is no cross-save.

Does your team find it more difficult to work on a visual novel with a lot text as opposed to a different genre?

Robbie: Yea, it’s very text heavy, our translation and editing team is always trying to make sure that the English translation is very similar to the Japanese text.
Alan: The biggest issues we come across are consistency issues, like, how did we do this here and how can we approach this the same way. Because of the volume of text we have to keep that quality control really tight.

Do the characters in the game have the same tone, emotion and humor found in the Anime?

Alan: Oh yea and it is fully voiced by the original Japanese anime voice actors.

Will there be an English dub?

Alan: No, there is only the Japanese dub.

There was a companion app released on mobile phones for the PlayStation 4 version in Japan, will that also make it’s way over?

Alan: We are looking into it. We do know about it and are going to see what we can do.

There was a Limited Edition of Psycho-Pass released in Japan, what do you guys have planned for the localized version?

Alan: We are working on that now so please stay tuned.

Everything from emotional tendencies to criminal behavior are recorded and utilized as a guideline to lead everyone to the good life: not only pursuing happiness, but attaining it. Needless to say, the public was excited to begin quantifying their everyday lives. The general term for this value, which determines the morality of an individual’s heart and soul, is commonly known as the Psycho-Pass.
One component of this value is the Crime Coefficient, which is ultimately a number that represents an individual’s potential to commit crime. In order to combat those who attempt to disrupt the status quo, detectives work in tandem to maintain peace and order, composed of Enforcers and Inspectors. The former is tasked with apprehending suspects, while the latter oversees and commands their subordinate colleagues. After all, Enforcers possess high Crime Coefficients. However, because of their criminal nature, they can better understand what makes other criminals tick, allowing them to sniff out suspects and arrest the true perpetrators. But because of their criminal background, Inspectors are needed to provide a calm and sound judgement to each case. Ultimately, all members of the MWPSB have to walk a fine line, maintaining their own mental health while facing the worst that society has to offer.
With justice in their hearts, the detectives of Division 1 tackle each case, confronting humanity’s ugly truths.
But, what lies ahead?

Psycho-Pass: Mandatory Happiness’ Protagonists And Antagonists Have A Lot In Common . September 14, 2016 . 12:00pm

Psycho-Pass: Mandatory Happiness does a wonderful job of making you question everyone’s intentions and morality, with three original characters who do both “good” and “bad” things.

23 comments Read >
Quote:

Psycho-Pass: Mandatory Happiness is a thought provoking visual novel. It’s a dramatic experience intended to make you think critically about what makes someone a hero or villain. You’re supposed to wonder if it is really possible to truly define or label someone, and the dangers that can come from such snap judgments. Especially in situations where the people designed to protect and serve the community could be as dangerous and morally compromised as the criminals.

First, a bit of background. Psycho-Pass: Mandatory Happiness takes place in 2112. The Sibyl System is constantly accessing everyone’s psycho-pass to see their mental state, stress levels and Crime Coefficient. People with an under 100% Crime Coefficient are fine, but ones over 100% are latent criminals who must be captured and held until their figures drop. If a latent criminal reaches 200%, he or she will be killed on sight.

The members of the Public Safety Bureau’s Criminal Investigation Division investigate, apprehend, and even murder anyone who could be considered a latent or actual criminal. This means the Inspectors are constantly at risk of their own psycho-pass reaching dangerous figures, and they must work with latent criminal Enforcers to attempt to keep their Crime Coefficients and Hue stress levels within safe guidelines. Each member of the team wields a Dominator, a gun that will only shoot at people with Crime Coefficients over 100%. These weapons will incapacitate ones over 100% and kill those over 200%, regardless of other circumstances. Since the Inspectors and Enforcers are constantly exposed to crime, they are just as likely to become criminals as the people they’re chasing.

Where Psycho-Pass: Mandatory Happiness shines is in its ability to properly highlight the parallels between its heroes and villain. While visual novels and animes are both very story-driven forms of media, extra care has to be taken in the interactive experience to ensure people can contrast and compare. It isn’t as directed as an anime, and doesn’t have the freedom to build on adventures with additional seasons. From the very beginning, this game shows us the intentions and personalities of Nadeshiko Kugatachi, Takuma Tsurugi, and Alpha, three characters embodying various roles in the “system,” letting us see how circumstances shape situations.

The first person we meet in Psycho-Pass: Mandatory Happiness is Alpha. He’s our antagonist, though there are times where he doesn’t seem exactly evil. His goal in each of the incidents the Public Safety Bureau is investigating is to try and make people happy. He’s giving someone near the edge, about to become a latent criminal or total criminal, a chance at the happiness they want. He has ulterior motives for his actions, he isn’t some altruistic benefactor, but also isn’t entirely malicious. His greatest sin is pushing his own ideals on people. He wants to make people happy. But, enabling their “happiness” is instead providing opportunities for them to turn into the worst versions of themselves. While the things he’s helping happen are dangerous, some actions don’t seem entirely immoral. Helping friends reconnect seems positive, in theory. So does helping a mother who doesn’t have the proper support system.

Nadeshiko Kugatachi is an Inspector, which means she’s a Criminal Investigation Division member whose Crime Coefficient falls within the acceptable levels. She’s an emotionless woman suffering from amnesia at Psycho-Pass: Mandatory Happiness’ outset. As such, she’s completely driven and dedicated to her job. She is there to save the latent criminals. She must kill actual criminals. Following guidelines to a T will make her a blank slate that is essentially imposing her own will on people, just as Alpha is. She will meet all expectations, even if it means possibly killing an innocent victim who is currently at 200% because of the incredibly harrowing experiences she’s just survived. And, in so doing, she’ll be doing the “right” thing, even if the intent can come across as more malicious and dangerous than the ones the real villain, Alpha, was undertaking. Nadeshiko’s actions will be “good” and “condoned,” even if the results are heartbreaking, gory, and may even feel evil. Even when not giving into emotions or desires, she’s allowing herself to follow the whims of the system and impose other rules upon people.

Takuma Tsurugi is an Enforcer, which means he is a latent criminal. He’s already near the danger zone, with clouded stress levels. He’s joined the Criminal Investigation Division to find a childhood friend. Takuma is driven by his search. But, you have to wonder, is that the best course of action? Is going to such lengths, allowing his Hue stress levels and Crime Coefficient to rise, moral? I found him the most likeable and relatable of the three Psycho-Pass: Mandatory Happiness characters. But, you also have to think about the path his wants and desires are leading him down. Would a truly good person be doing the things he’s doing? Are his actions enough to really make him a latent criminal?

It’s only in a world with Psycho-Pass: Mandatory Happiness’s Sibyl System that these three characters could be assigned such roles. Nadeshiko, with her potential to remain an emotionless hand of justice, could very easily be the primary antagonist in another game. In the right circumstances, Alpha could be a wish-fulfilling hero. Takuma could go either way, being a devoted friend in one or a possibly obsessive creep in another. Assigning them to these roles here makes you pay closer attention to their intent and actions. The game manages to show off these three personalities, all of which have their kind and cruel moments, and make us question the system in a concise and engaging manner.

Psycho-Pass: Mandatory Happiness is available for the PlayStation 4 and PlayStation Vita.

In the new future, everyone’s mental state and disposition can now be quantified.

Psycho-Pass: Mandatory Happiness is available now for PlayStation 4 and PS Vita. The PC version is due out this year.
