I disagree with most of the list.
But then I like C-List villians like: Killer Moth, Dr. Double X, and Tweedledee & Tweedledum.

I agree with this list, but I do think that Anarky should be in the top 3. He doesnt embody the true meaning of anarchism and is a cliche!

I think you could argue that he did, at least to a certain degree, when Grant first introduced him (and basically as long as Grant was writing him). Its when The General becomes Anarky that things change and the character gets less interesting, though at least Lonnie was kept around in some form. IMO Anarky shouldn't be on that list at all.
