So Feige's idea of complicated might be the legal wrangling they're going through to talk Fox into selling the characters back. Nevermind that we've already heard of a book which Fox has several inches thick which lists every character which they own, with 3 or 4 characters per page (Which would indicate that, yes, Fox DID put 30 years of comics into a legal document, albeit a very thick and heavy one). I'm betting Quicksilver and the Scarlet Witch can be used this way:
1. Whichever studio uses them first gets the rights to them for X number of years. 2. If they don't use them again by the end of X number of years, the rights revert to "open" for both studios. 3. If Marvel Studios uses QS/SW, they cannot be referred to as "mutants" (as Fox owns that term in respect to superheroes). 4. If Marvel Studios uses QS/SW they cannot reference their father being Magneto. They may also not make reference to the Brotherhood of (evil) Mutants. 5. If 20th Century Fox uses QS/SW, they cannot refer to the Avengers, nor can they access The Vision for SW's romantic interest. Either that, or the agreement might balance between TV rights and film rights. It could be that Marvel owns the TV rights to SW/QS, and Fox owns the film rights, and according to their contract whoever uses the character(s) first in a project (TV or Film, respectively) gets control for X number of years. |

Probably FOx and Marvel are in good terms that if they need some x-men characters to show up on their films, Fox would be fine with it but with a cost of course.
