Perhaps. I also think that deleted scene may have explained Connors's personality "under the influence" better. We see him take the formula to stop veterans from doing it, but then he goes (apparently) crazy and wants to turn everyone into Lizards and even injects himself to with the intention to hunt down and kill Peter. Then when Peter "cures" him at the end, he saves Peter's life and feels remorse for what he did to Peter and Capt. Stacy.

Perhaps, this scene explained that since his first transformation he was under "the Lizard's" influence and only when cured was he able to think clearly. Just a thought.

There could probably have been more explanation of his personality...but it will still pretty apparent what was going on. He was struggling with The Lizard when he was Connors, and as The Lizard, only had some slight influence.

It was a fairly subtle film, for all the lack of subtlety in the story points.
