I honestly felt that they missed a perfect trick when writing the story/plot for SS.

SS should have been the group being assembled, told what will be expected of them by Amanada Waller, then thrown back in AA and told to wait for their first mission.

Time passes and we see them sweating it out, get a bit of back story - see harley and her past etc then, all hell breaks loose over on strykers island - Doomsday is rampaging through it, Superman, Batman and Wonderwoman are there containing it.

The SS are tasked for going over there, picking up the target and bringing it safely back. They get flown in on 'copter, an awesome scene as Doomsday gets thrown past it, his eyes catching theirs as he stumbles across the clouds, then a burst of red and blue and superman flies by - his face grit with determination.

They land and roll out, Deadshot hears the bat wing, looks up - he wants to take shot, but not now... the bigger picture is at stake. They get in the jail and half the wing is in ruins, we see empty cells, we see prisoners running riot as staff try to defend themselves. We see the SS face off against other villains, in fighting against themselves until they finally get their act together to complete the mission when it seems harder not too.

They find the vault/secret room, inside - it's Amanda Waller and the joker - they get them out (reluctantly) and that's your film. Boom

I hope that sticks, he's out of Batman, not in BOP (unless he's the muscle).

LOD won't happen for ages, might as well have Lex sending him out to take on the skwad for a field test

Deathstroke and Black Manta, if he's recruited as well, against the Squad (Deadshot, Harley, Boomerang, Katana) would be awesome.

I think a novel approach would be for the "villain" to be a hero.
Take a lower level hero that's never going to get their own film, and have them get on the government/Wallers bad side.
They can't arrest the hero because there would be public outcry, but if some villains just "happened" to kill them... plausable deniability.

I think one of the big mistakes of the first film was to make them into good guys. They are bad guys, have them do bad things.

That's true, Deadshot and harley were likeable, regardless of why they were in jail. After their intro's they were pretty much good guys.
