It had a main character named Popeye, and that makes me sad because the Popeye movie was awful.

I will get around to seeing it someday because I generally enjoy Jack Black and Cusack's work but it seems very specific to a time and era, especially music wise, kinda like Singles which I also haven't seen.

Hard to Ruin (sounds like a Seagal title lol). In an "alternate Movie Reality", it would have maybe been interesting to see Sydney Poitier in the Lead Role.
