Depends on source. Cap aged to adulthood when he transformed. neither jr. or mary did. In the 40s Billy, Freddy and Mary were about 10 or 11.

In Ordway's run, he altered Mary from being Billy's twin to his younger sister. That's why he went to Egypt and she stayed home to be adopted by the Bromfields.

It also meant that Sixteen year old Billy had a FOURTEEN year old sister named Mary.

Also Ordway sourced: Billy consciously directed his change to a degree: Going from Cap to Billy to Cap wearing a Space suit CM costume f'instance.

And that he'd subconsciously made himself into the image of his father. Thus was a grown man who bore strong resemblance to Billy.

Freddy? Point blank refused to grow up.

Mary? has progresively separated the age of her identies.
