He's been NPCed quite extensively, especially this season.

Currently, Oswald is the Mayor of Gotham City, though he was just outed by Two-Face as The Penguin, who is a major drug dealer to the black market.

wow that really sucks... i wanted to play as the penguin, but that totally inhibits what i do with the character.

i think i can work around it... so is pengy still the mayor? because public servant's being caught with drugs isn't the end of the world, as long as no hooker's were involved i might be able to stay in office.

any other things i should be aware of that anyone has done with the character?

Bane stole Cobblepot's ledger a little while ago, which had names and numbers of all of the Penguin's underworld contacts. When I put him on hiatus, Bane had systematically taken out the pimps, pushers, and other street criminals from the dozens of smaller gangs to destabilize their organizations and their cash flow.

I don't have an actual estimate at this time, and probably won't until it actually happens. Syn and I are going to segway Batman and Gordon into what we talked about, but some real-life stuff has gotten in the way of me posting a response. I'll get something up tonight.
