Looks like it may be Soundwave. Some people have lightened the picture up, and posted various different looking Decepticon labels on it.

But I am telling you this, and not posting links or copies of the pictures here. Therefore my post is kinda worthless. And I am lazy.

Looks kind of like a mix between the Decepticon insignia and some kind of Egyptian burial sarcophagus. I'd like to think it's the Fallen but with no confirmation that the Fallen is even in this movie I guess it could be anything.

Many of the Decepticons bear a vague resemblance to one another. But this Transformer- who I'm assuming is the titular Fallen- doesn't have the visor Soundwave sports.

It's quite possible that the visor retracts much like Jazz's visor did in the first movie.
