It's worth it for the art. It's also worth it for the nice selection of Batman villains in a sile story.

Plot-wise, it's a little flat. I'd say it's a 4/5 kind of thing.

I haven't actually read a great deal of Batman yet, so where do people recommend I start? I have a fair bit of knowledge of some of the characters and have seen some of the animated films (Year One, Under The Red Hood and Mask of The Phantasm) as well as The Animated Series and The Brave and The Bold.
I've been told The Long Halloween is a good place to start (after Year One, obviously), but after watching Under The Red Hood, I'd like to get in to a lot of the Robin backstory, starting with Dick and going through them all.
I'm planning on catching up with pretty much everything as I go along, but I want to make sure I get the right start. Oh, and I've been reading the new 52, obviously.
So, recommendations?

Except it's not a procedural cop story. It's a cop story about cops in a city with f**king Batman, and the Joker, and effin' Mr. Freeze making Copcicles.

"Hush" would be a good primer for Batman's world as it was a couple years ago. It's basically a tour of Batman's rogues gallery with a new villain thrown in to show us some insight into Batman that basically everyone already reading the comics already knew. So it's good for newbs but comfortably skippable to anyone already familiar with Batman comics. Also, as Nubs pointed out, there are better comics to introduce new readers to Batman with anyway.

I'm looking to get into some older Batman stuff. I've read most of the big stories in the core titles from about 2002 (when I first started reading comics to now) to now. Basically I'm wondering what 90s and very beginning of the 00s stories aside from Long Halloween and Dark Victory (both of which I love) are worth reading and which should be avoided at all costs.

I've been enjoying the Batman Chronicles lately and I'm starting to dig the Golden Age stories but I'd really like to get into some stories from the silver age up to Crisis on Infinite Earths but Ive had no luck finding a general consensus on what pre-Crisis stories are considered essential.

Also, I've been reading the stories with Stephanie Brown as Batgirl and have been enjoying it a good deal but it got me wondering are the stories featuring Cassandra Cain as Batgirl worth a look? Are there any old stories starring Babs as Batgirl that are worth a look?

Lastly, are there any arcs from Legends of the Dark Knight that are worth a look? I read Gothic and Venom ages ago but other than that I haven't dabbled in LOTD stories. Was the replacement series Batman Confidential any good at all? I never really paid it any attention because of the barrage of other more pressing Batbooks going on at any given time but now that the series has ended I might check out some arcs if any of them are worthwhile.

Batman : Knightfall

Are absolute musts. Any Batman story by Chuck Dixon and Graham Nolan is great.

All stories featuring Cassandra Cain as Batgirl are worth a look except for Outsiders and anything by Adam Beechen. Stephanie's even in several of them as Spoiler.

Yeah I vaguely remember being aware of the Beechen stuff. Didn't he turn her evil during "One Year Later" or something?

Yeah, he made her the head of the League of Assassins. Then he chalked it up to drugs and brainwashing, but he still couldn't actually return her to anything resembling her old self, so it kind of fell flat. Then they just tossed her aside and switched to Stephanie as Batgirl. Cass has only recently returned as Black Bat, a member of Batman Incorporated. Basically the only good thing she's been in since the Beechen/villain debacle is Scott Snyder's Gates of Gotham mini-series, where she kind of resumes her place as part of the Bat-gang alongside Tim and Dick.

That would be cool if he gets her right. I never got the impression Morrison gave much of a crap about Cass, though. Which is cool. I'd much rather he just ignore her if that's the case, rather than try to figure out how to write her and botch her all over again.

Yeah, I was aware of the Black Bat business. Glad to hear she had a good role in Gates of Gotham, I haven't read it yet cause I mostly wait for the trades when it comes to non-event mini series but hope to read it soon.

The recently collected volumes of Alan Moores run on Saga of the Swamp thing are some of my favorite comics that I've ever read. The coloring is a bit garish but the art itself and of course the writing are tops for the most part.

I just read those myself. It's making me appreciate the current Swamp Thing series a lot more than I probably would have otherwise. Like, all of the Abbey/Alec stuff would fall flat for me if I hadn't actually seen Abbey and Swamp Thing's romance unfold.
