I'd save the Enchantress and the Executioner as the main villains for another movie.
I think Fenrir would be a great villain if the movie takes place primarily in Asgard. If the movie goes super-fantasy, what better villain could there be than a giant, ravenous wolf? I mean, yeah, you could use a dragon, but the Midgard Serpent is meant to kill Thor in Ragnarok and Fafnir would just feel derivative of the Midgard Serpent to me. Besides, once you scale a wolf up to Fenrir's size, wolves > dragons.

I'd have to go with Enchantress and Executioner on that list.
Tho I think Malekith might be in the next film since he's briefly in the first script. Tho he may not be after the Budget cuts were made.

Depending on what will be happening in this movie, and who they use as villains, I think the Wrecking Crew would be good villains for a Thor movie - especially if Loki tries to invade Asgard with them as cavalry, because not even a blind seven year old could mess up directing the Asgardian awesomeness that would follow. Plus, it'd be a good excuse for Beta Ray Bill to pop up and help Thor kick some ass.
