I definatly think that Rachel merely outgrew her relationship with Bruce.
Its like Jean Grey said in X-Men United, "Girls flirt with the bad guys, Logan but they don't take them home. They marry good guys." Bruce Wayne was the badass and Harvey Dent was the nice guy, the kind you bring home to meet your Mom. Rachel's love for Bruce was probably just a puppy love. Harvey Dent was probably a more practical marriage option. She probably fell in love with him because he was a nice, sweet guy with no crazy strings attached (well... not until after she died anyway and he became twoface.) |

I think in TDK she was getting ready to outgrow her relationship with Bruce, but she had residual feelings for him, which is why he got to kiss her and such. She loved Bruce, but felt there was no room for both her and Batman in his life.
