can anyone explain to me how I do it in SOny vegas or in After Effects. Or at least tell me what exactly the effect is called so I can look up a tutorial

Quick example in After Effects (very rough)
Mask out the subject either my Rotoscoping or in CS5 the new Roto Brush tool, and add a CC Toner effect (greens) Spoiler!!! Click to Read!:
Precomp the subject with the original video, add a mask around it, and add a glow effect Spoiler!!! Click to Read!:
End Result Spoiler!!! Click to Read!:
With abit more time and tweaking you could get it like it is in the video, this took me like 5mins todo. Only downside to this method will be for each frame of the video you would have to adjust the rotoscoping mask to follow the subject around.
