That is correct, In the comics Peggy was a British freedom fighter with the French Resistance during World War II alongside Cap.

Peggy was an inspiration for Sharon Carter who'd become a S.H.I.E.L.D. agent

Nah. I actually think she looks better without it though. The more natural she looks the better to me.
