Doom. He's faced all the heavy hitters and all the big teams and has beaten most at one time or another. Even with out prep time he has enough strategy from previous experience to deal with Nefaria!

I say Doom. Even without prep time, you know he has a few contingency plans for just such an event. If Madame Masque came up with a device to disrupt his powers, chances are Victor has about 20 of them laying around.

Without prep? Nefaria. This is a guy who is basically Superman, but with high level ionic energy projection. He's tanked hits from Wonder Man, thought with Thor evenly. Amongst other ridiculous feats.
