I hope in the film it's a mask but I hope th film makers don't use a mask to create the look.

Use liquid latex or prosthetics to allow a range of motion a mask just wouldn't, but he would still take it off like a mask. From a film making POV a bit like the Mission Impossible mask where they take it off and it's a whole mask despite not actually existing.

This approach you could also have the fact he isn't a mutation as a twist!

Just to clarify IMO Norman Osborn wears a mask
Actor playing him wears prosthetics.
