Default Cap and his foreign counterparts

I'm curious-has nobody never noticed that Captain America gets along better with foreign counterparts(for the most part) such as Captain Britain (UK), the Steel Guardian (Russia), Hauptmann Deutschland (Germany) than Iron Man does with his(such as Crimson Dynamo or Titanium Man). I have a theory that it's because Captain America is more a product of WWII whereas Iron Man(Tony Stark)'s worldview was shaped at least in part by the Cold War. Anybody else think as I do?
