Pre-New 52 I'd be going with Darkseid. If it were the current version, where he got punked by a sub-par New Kids on The Block JLA then I'd back Quasar.

They really did eff him over. He went from cosmic threat with unimaginable power to a slightly more powerful Mongul. I'm not even sure there is a difference between the two anymore

Well honestly, DC heroes are just way to powerful. They seem to constantly get power boosts. Not knocking them for it but I'm not surprised Darkseid or any villain can out match them. Haven't read any of the new 52 stuff yet so I don't know any of the new changes.

And DC's heroes are too powerful? No. DC's most popular heroes are powerful. Marvel on the other hand probably has some of the most powerful characters ever created in a super hero comic......most people just haven't heard of them.

And that's the problem. DC's most popular heroes are powerful. It's hard to imagine any villain challenging them enough to bring them together really like a Loki. Darkseid was that guy but from what I'm hearing he's not any more. But again I stopped reading comics after DC rebooted everything and Marvel just ran out of ideas.

It's not hard to imagine a villain challenging enough to be a threat to any hero at any power level. That formula is simple, either have the villain be more powerful and force the hero to struggle against him or have the villain threaten something less powerful than the hero but highly important to him (like a girlfriend or favorite baseball cap) or do both.
Also, there's no difference between Marvel and DC right now and you should be ashamed that you still think so. It's not the 60's anymore.

Again, wtf are you talking about? No villains as "challenging" as Loki? You mean to say that he's like, a really powerful being or just a really smart and cunning villain? Cuz, I mean, DC has plenty of both types. (And Loki's awesome and all but he's definitely not in the first category.)

I mean, not without a good plot device like say, the Anti-Life Equation or something. Doesn't mean DC doesn't have any villain's challenging enough to bring them together. Despero, the Anti-Monitor, White Martians, Insane wish demons from the 6th Dimension, Rogue Angels, The Star Conqueror, etc, etc. In short, read a f**kin' book dude.
