I change the dimensions first. Then, I get the file size low enough by dropping frames or reducing colors. Sometimes I have to increase the timing after I drop frames so it doesn't animate too fast. I think both the dimensions and the size has to fit the limit depending on your user level.

Makes sense. What program do you use? So by changing dimensions do you just change the pixels of the image then?

I use Photoshop too. Yup, the dimensions are measured in pixels.
