So is it a decently safe bet that Zod's armor is simply a black version if Jor-El's (the action figure)? The collar and shoulder pieces look identical.

Similar. I wouldn't say identical. But it's gonna be very close to that yeah. Zod's armor looks to have more sharper, edgier looking details.
