I'm pretty sure that stupid Bat-embargo is still going on, so any chance of a villain from Batman's rogues gallery is slim to nil.

those embargoes keep things fresh and different from show to show, otherwise every show or adaptation would be trying to cash in on the popular characters all the time, and original second-tier characters would never have been seen outside the printed page. Popularity is made, it isn't inherent. Bat-villains have no business appearing in another hero's show when that hero himself has enough villains to tango with.

are you still talking about the embargo during the animated series? that expired with DCAU, or at least was supposed to.
More recently on Smallville CW faced with a bunch of Bat-embargoes thanks to Nolan's movies. The theoretical reasons are there because they happen to be practical as well. The idea is to maximise on the characters by keeping them unique to their own shows/adaptations, not hate on Bruce Timm WB loves the guy!

With the semi-relaunch of the Green Arrow comic, it seems that the new writer will be focusing on creating some new villains. Here is the first one Komodo

I would like to add Dr. Hugo Strange to the list. Or maybe Dr. Psycho. I think an evil psychiatrist would be a good addition to the show. Someone who can challenge Oliver on a mental level.

Really, this show could feature the first regualr appearance of Batman with just one cameo from him or his family. Right now they're transplanting members from his Rogues Gallery and supporting cast into Star City. As for other villains who could follow in that path way, we could always see the League of Assassins, including Lady Shiva, Shrike, and Bronze Tiger. Heck, Merlyn's technically a memebr in the comics. Maybe that's where he got his training.

You know who I really want to see, Deathstroke. I like the flashbacks, but I want to see him return in the present already.
But I like how they have set up most of the bad guys so far. Deadshot would have been more realistic and more like the comic with body armor. But Still pretty good. I want to see Azreal (spelling?) a sort of warped version of Ollie's Green Arrow. A brainwashed assassin turned into this by his father. |

No. Another example of when this happened (with Huntress) was in the DCAU. The Batman had supremacy over JLU in terms of access to characters, so the bat-family and rogues could not appear, save for cameos. Emabargoes are still in effect as the Wonder embargo affected Smallville, B:TBATB, Teen Titans and Young Justice.
Batman's reboot is already in development, so embargoes will probably be back in effect very soon.

More than anything I'd like to see the writers actually giving a damn about the villains they are using, most of them fell pretty dialed in and aren't getting enough attention to become interesting characters. However, a few villains that I think would fit the general tone of the show as well as the CW budget are Philo Zeiss, Onomatopoeia (could be a season long arc) and Suicide Squad.

Clock King. He is a non-power Green Arrow villain
Captain Cold they could easily enough as well. He could have a liquid nitrogen tank which he fires a instead of a freeze ray gun.

Clock King Amanda Waller Suicide Squad Catman (Loser criminal turned serious threat) Brick Prometheus Lady Vic Deathstroke(Present day version) As much as I'd love to see certain Arrow's version of Batman villains like the Joker,Mr.Freeze or Hugo Strange,I just personally find certain ones too directly associated with Batman to allow that. The League of Shadows/Assassians are a notable exception to that due to their being somewhat commonly used as mutual foes.
