Right now I'd agree that is is definitely shaping up to be better than the first film. I mean, the script is what it really boils down to as the script is the reason the film has its flaws(minus some editing that doesn't give Ratha his due). If TAS-M 2 has a way better script and the casting is already doing a pretty stand up job, then as I have always mentioned before, there could be some hope left for Webb's series, and this is coming from a guy that's opinions have lower with TAS-M extremely.

It reminds of Shaak Ti in the "STAR WARS" prequels. George Lucas killed her various times in deleted scenes before finally deciding to kill her off in "THE FORCE UNLEASHED." Maybe Webb wants to use Ratha for something bigger hence why his death was a deleted scene. I mean maybe he intended to kill him off with The Lizard, but pulled back and decided, "No, this guy is pretty much Norman's flunky. Let's see him test out the Oz Formula or something."
I mean it was rumored he'd play Proto-Goblin. So, what if while Spider-Man is busy saving the city from Rhino and Electro, Norman is near the final stages of curing of himself of his illness, but first needs a test-subject. He uses Dr. Ratha, but the test goes unsuccessful... maybe even kills him. His fellow scientists urge and plea with him to reconsider trying it on himself, but Norman does it and instead of his body rejecting the serum, it accepts it, cures him, but in the process causes him to go mad. Just my two cents.
