Would a Green Arrow video game work?
Have it based off of Seasons 1 and 2 of Arrow as an inspiration and have this Green Arrow take more of a militaristic approach, visible kevlar in the design, killing (you don't put an arrow through someone's shoulder and expect them not to die of blood loss) and all that.
