Movies happy to make 200M dollars don't have a budget of 180M dollars (and I doubt that's the real budget for Captain América 4).
Captain América 4 would make 415-420 WW, but it only reached these numbers because it didn't have competition for many weeks.
They started recording Andor season 2 even before Andor season 1 release in Disney+ ended. That means they had already spend a good amount of money on Andor season 2 even before they know the numbers for Andor season 1.

Honestly, a second opportunity on streaming tends to happen with "not so expensive" shows. Unfortunately, Star Wars live action shows are pretty expensive.
I should also say that Skeleton Crew could be well received, but I don't feel there is a lot of hype for the show.

The issue is many people don't really know (or care) that Democrats were blocked to offer good policies. They care about the results, Democrats were the head of the country but they failed to improve the conditions for many citizens.
