It's 2008 and it's the wackiest election ever. George W. Bush managed to repeal the 22nd Amendment and announced that he was running for a third term. In the year 2000, seeing as how much of a wreck the United States has become, George W. Bush decided to run for President in 2008 AGAINST himself using the power of time travel.
