Why Isn't Tom Cruise President?
Director Noyce on why The 28th Amendment fell apart.
by Jim Vejvoda

US, August 21, 2008 - Tom Cruise's next movie has been the subject of much speculation in Hollywood lately, with the fallen star becoming attached (and, in some cases, then detached) from a string of films in recent months. One such project that he was circling was the political thriller The 28th Amendment, which would have teamed Cruise with Denzel Washington. The problem was that Warner Bros. couldn't get the stars to agree on which roles to play.

"According to both Warners and director Phil Noyce, Cruise wanted to play the role of the president in 28th Amendment, a maverick third party independent candidate who gets elected to the highest office in the land only to discover that a cabal runs the country and he has no power. During a coup d'etat attempt, the president finds an ally in a burned out special forces operative who helps him to overcome the shadow government and set things right," reports the Variety blog Thompson on Hollywood. "The studio, however, wanted Cruise to play the operative, which the star deemed too close to Mission Impossible."

Noyce advised Thompson, "I truly thought Tom would be great in the role of an outsider elected to the highest office. ... The studio was always more than happy with Cruise for the original role, but wanted to explore further possibilities for the president, including Denzel. For them, it was about finding the right balance between the two leads, in a very high budget political thriller."

In the end, Denzel walked away from the project, not wanting to play the President while Barack Obama was running for the office. Noyce insists he'd still like to direct 28th Amendment someday, but has since moved on to direct Edwin A. Salt ... which ironically would have starred Tom Cruise until the project was reworked for Angelina Jolie.

Good for Cruise....he wanted a challenge rather then taking a similar role.

Seems like WB messed up by wanting to put the actors in roles neither wanted. Hopefully the film still gets made though b/c i like the premise a lot.

I don't think I've ever heard of a premise quite like this. It's original, and something I would love to see.

Here's to hoping the film is reworked so Cruise and Washington can come back.

It should be Denzel trying to stop Tom Cruise, who runs the secret committee. It would be more realistic, seeing as Tom Cruise is involved with a few secret political committees in real life... He could bring so much more realism to the role!

I hope this movie gets made. The premise is awesome (in part of that it very much remides me of The Patriots from MGS)

Currently, Orci's trying to get another conspiracy thriller up - and again, it's an idea that's over a decade old now. ‘'We are desperately trying to put The 28th Amendment together at Warner Bros. That's a movie we wrote ten years ago, which came back to life recently as a result of election fever. It's about a newly elected President who discovers that the country is really run by a secret committee.''
A small update on where film currently is.

'Amendment' gets going at Warners
Tom Cruise eyeing presidential drama

Florian Henckel von Donnersmarck is in talks to direct Warner Bros. drama "The 28th Amendment," which has emerged as a strong contender to be one of Tom Cruise's next star vehicles.

The German helmer hasn't directed a film since his 2006 pic "The Lives of Others" won the foreign-language film Oscar, and he recently signed with UTA to move into Hollywood films.

According to sources, the filmmaker is in talks with the studio to make the movie with Cruise. "Star Trek" scribes Alex Kurtzman and Roberto Orci, the duo that originated the project as a spec in 1999, are rewriting the script.

The drama revolves around a U.S. president who discovers the existence of a secret cabal that runs the government and wants him dead.

Basil Iwanyk and Richard Donner are producers.

Cruise had been mentioned as being keen on the movie last year, possibly to pair with Denzel Washington, but chatter on the film died down.

Cruise came off "Valkyrie" with an aggressive mission to find new projects -- he is currently considering five different pictures for two potential 2009 slots -- but "28th Amendment" recently emerged as a strong candidate, its chances helped by the highly regarded von Donnersmarck.

Among the other projects Cruise is considering is MGM's "The Matarese Circle," the Michael Brandt and Derek Haas-scripted adaptation of the Robert Ludlum thriller that is being rewritten by David Cronenberg for a potential teaming of Cruise and Washington.

You know I'm jusy nearing the end of a book called Them! which speaks of the Blinderberg Group, a secret society of bankers who run the world and might in secret once every year.

It's a non-fiction book, a journalist follows around a bunch of famous extremeists and they all speak about it.

I wonder if the cabel in this movie is based on the Blindenberg Group

Tom Cruise Not Doing 'The 28th Amendment

Well, we can take one film off of Tom Cruise's very long What Movie I Might Do Next list. The actor has bowed out of the Warner Bros. drama The 28th Amendment, to be directed by Florian Henckel von Donnersmarck (The Lives of Others). In fact, Cruise was never officially attached to the film from Star Trek screenwriters Alex Kurtzman and Roberto Orci. Evidently, his "discussions" were literally just discussions.

So the actor, who surprised with last year's successful Valkyrie, is still deciding on his next starring vehicle. Sources say the two most likely projects are the MGM-produced Matarese Circle with Denzel Washington and director David Cronenberg, or Spyglass' remake of The Tourist, scripted by Valkyrie writer Christopher McQuarrie, in which Cruise would star opposite Charlize Theron. He is also attached to DreamWorks' Motorcade, with Len Wiseman directing. Sources have said that Cruise bowed out of this project, too, but DreamWorks confirmed Tuesday that it's still on and in early script stages with writer Billy Ray (State of Play). The two Fox projects Cruise has attached his name to are also still developing. Wichita, opposite Cameron Diaz, is being rewritten by Scott Frank (The Lookout), and the studio just hired Ed Solomon to rewrite Hardy Men, in which Cruise would possibly star opposite Ben Stiller.

Reading that article my guess is he has pulled out of this and chosen Motorcade as both would see him play the President and he would never make two movies playing the role.
