Judging by the prominence of the character he plays in promo pics (he's in the poster alongside the Team), I'd say he's a main cast member.

EDIT: And adding to the above, he's listed in the opening credits (the ones that show up after the title card) in the main cast category, so, he's a part of the family now.

Creel doesn't appear to be an ex con yet so maybe he gets captured and eventually starts wearing prison pants like his comic counterpart.

Seeing the mastermind less than his main field agent isn't uncommon. The Emperor had less screen time than Darth Vader.

They have orange pants, and the Hulk Classics Absorbing Man wore orange pants.

If he won't wear that, then get him something other than those bright blue tracksuit bottoms he wore in the season premiere at the end.
