My interpretation of this translation is that for some reason 20th Century Fox thought it was necessary to have a "sign of approval" from Akira Toriyama right before the latest trailer that pretty much says that Akira Toriyama supports this film and should be viewed as a different telling of the original Dragonball storyline.

IMO this shows Fox awareness to the skepticism surrounding this film and they probably think that by having a "positive" message from Akira Toriyama will settle any speculation about DB:E.

Agreed, which on hand seems sort of sketchy to me. Like it's just some way to bring in viewers. But on the other hand, this film seems to be immersed in controversy. So like you said, Toriyama can help bring an into the skepticism and bring comfort too a lot of fans. Maybe...

Manga creator felt surprised, but says it might be treated as a different dimension
The Oricon entertainment news source posted a promotional video for James Wong and 20th Century Fox's live-action adaptation of Akira Toriyama's Dragonball manga, and Toriyama prefaced the video with a written comment:
