Considering gambling literally destroys lives and families, and corporations and business use shady tactics to prey on people to get them to gamble, I have to side with it being strictly regulated by the government.

Look at what's happening with the video game industry and its total lack of regulations for loot box gambling. Governments around the world are having to get involved because video game publishers are doing everything they can to get people, including kids, to gamble within video games. They keep trying to see how far they can push the envelope.
