"Arkham City"(The game) took place in Arkham City.. I don't know what about that perplexes you?

To be honest I don't know what this conversation is about, so I don't know what point you are making, so I apologise in advance, but If you want to be technical about it. Arkham City is a district created by Hugo Strange over the remnants of Old Gotham that was ravaged by an earthquake (Think Cataclysm/No man's Land). So yes...everything you see in that game is 100% Gotham City. There is no doubt or argument or debate about it. There is no actual separate city away from Gotham called Arkham City, the entire thing is Gotham.

Phew, list that under the things I'd never thought someone would actually need explaining for.
