No, it's not, especially by video game standards. It's not the best Batman story ever written, but it's not the worst either.
To me, a good story is important, though it's importance in relation to gameplay I'm not certain of. It's why I personally prefer these Batman games and the Metal Gear and Assassin's Creed series over the likes of Mario.
But Batman: Arkham City does have a good story and gameplay.

video games have been telling amazing stories for over 30 years now. You just haven't been playing the right ones.
The skull bulb and the straw aren't neccessarily defining Scarecrow attributes by themselves. The scarecrow mask itself is significant. The straw and the method of gas delivery, not so much. The straw is part of the Scarecrow persona, which was intact in the film. Straw, by itself, doesn't mean quite as much as Catwoman's whip and claws do.But he didn't have the straw or the skull-shaped fear-gas sprayer.
Like I said... like all of the other villains, it will be in the characterization. She has the stripper past and she's a cat burglar. She'll be nimble, quick, and out for herself and herself alone.
So he doesn't have a gray spandex batsuit. What else is missing?

Arkham City's story is far from crap, even though I thought that Hugo Strange was criminally underused in favor of the Joker and it was a bit too convoluted in its second act.
I certainly think that it has a strong grasp on its characters.
If he's enjoyed playing the games then he has.
With Catwoman being a glaring exception. You're comparing it to other Batman games with is kind of a stunted way to look at it.
I'm comparing it as a whole game versus other games and it doesn't even come near the first three Resident Evil Games. The First 10 Final Fantasy Games (especially VI), Any Legend of Zelda Game, Uncharted, Mass Effect, Metal Gear Solid, Parasite Eve, Chrono Trigger...the list goes on.
It's a fine game but the story is weak with a twist that made me, literally, face-palm.

I actually own the Halle Berry Catwoman movie! On VHS! It has never, ever been watched!
But lacked in everything else. Anne without whip in comparison with Berry with whip should not go much further on a "Who's-Better" discussion.
She's already better for not being Halle Berry; as was Bale with George Clooney.
