The Dark Knight Rises Announcement Soon?

So far, the studio has been (insanely) patient with Nolan. If he were to say "Look I need one more year and I'll give ya the third film," it wouldn't be hard to imagine the studio obliging by the way they've acted so far.

Once again, it's all going to come down to how well and how fast they develop the script and story and that's it.

If Goyer, Jonah and Chris have a good story and script ready in 6 months, then Chris will be ready to go.....if they don't have the script ready for another year, then that will be the time when Chris will be ready to shoot. Then again he may not ever feel comfortable with the story they come with this and may pass on directing the next film. Slim chance of that IMO, but ya never know what will happen.

It just comes down to when a GOOD story/script is ready to shoot and if Chris is comfortable with it.
