I don't think anyone should be turning into dust in this movie. After IW, people need a palette cleanser. I can see the post credit scene referencing IW but everything before the credits should be its own movie.

The MCU is like an Ice cream shop filled with various flavours, after the relentless heaviness of Infinity War I think a bit of lighthearted action is just what is needed.

Simple, either dust both Scott and Hope/Hank and Janet, or don't dust either of them. Don't essentially go "well we know that you were kind of disappointed that both Wasp's got sidelined in the first film, and we just spent an entire film making Hope look cool. And we COULD have her and Scott both get to fight Thanos. But nah, lets dust her and have him go off and do it himself again, oh and dust Janet to. Because heaven forbid the Wasp's get to take part in the big events or anything.

Simple, there's no reason why they cannot both do this or they cannot both die together. Making it be just Scott, is lame and disrespectful.
