Peter's maybe done some bad things since the explosion so maybe the haitian wiped it for his own good.

Also, he couldn't handle his powers cos he jus got them everytime he met someone. If he has the powers but he's been wiped, maybe they're hoping to avoid another 'petey meltdown'.
