Maybe there's more to it than that.
I finished rewatching the first two seasons over the last few months and still feel they are the strongest story arcs overall. The season 2 finale spans the final three episodes but the buildup to the confrontation with Slade starts in season 1. I don't think I will go onto rewatch the third season as I remember not caring for some of the direction.
One of my favorite Lyla moments in the series is when she shows up in a helicopter and blows up the clock tower with a rocket launcher killing Deathstroke's super soldiers in the season 2 finale. I thought that was pretty badass.
Some things in the first season that I didn't care for...
While I thought the Huntress costume looked great I felt they did a terrible job adapting the character. She felt completely unlikable being single mindedly revenge driven while killing innocent people in the process. In all fairness I do think she was used as a foil for Oliver.
Deadshot losing an eye the same way as Slade felt completely unnecessary and obviously isn't comic accurate. Neither was the tattooing the names of his victims all over his body. That felt like a Zsasz ripoff which is yet another nod to Batman in this show. Also the tattoos looked like bad fonts off of the computer.
The mask that Brother Blood wears is way too similar to the Scarecrow as was his use of fear. It's easy to understand people's complaints about this show being Batman-light.
I never really cared for the actor who played Roy so I was glad to see his character leave.
I felt the Laurel story arc made the character less likable. She starts off grieving the death of Tommy then turns against the Arrow while struggling with drugs and alcohol. She does arguably start to gain some redemption later as the season progresses though.
Just as I want to ask them WTH they were thinking having Oliver cheat on Laurel with her sister, I also want to ask them WTH they were thinking making Laurel into an alcoholic in S2. They should've used Tommys death to jump start the storyline she has in S3.

Not much yet.
Tell me about it. It was so easy. She was believing that the Arrow was doing good as a vigilant, but with Tommy's death she knew he alone would not be enough and if she had Arrows ability she could've saved him, so she would start training between seasons by herself because she didn't know who the Arrow was.
In the middle of the season she goes to Central City to train with Wildcat there leaving her in the particle acelerator incident.
Oliver would have too much on his plate to notice Laurel doing what she was doing, by the end of the season when the city was under attack, she goes back to SC and helps Oliver take down Slade's army because she would have the canary cry. Sara's storyline could've played similar in S2 to what it was. Only that Sara leaves in the third season after someone's goes after her because of a kill she did, so she goes out to try to find herself and Laurel decides to take on the mantle and help Oliver as the Black Canary....

peersonly disappointed but not shock really with willa holland asking to be cut down on her episodes.unfortully her time on show may be coming to end soon.
Curious what they're going to do with the crossover of all 4 shows.
