As Cass Cain retconxplanations go, that's pretty awesome.
It means that now Cass didn't give up being Batgirl and go become a hobo somewhere because Bruce died and she lost her inspiration or whatever. Bruce told her to do it, and specifically told her to give the costume to Steph, because it was a test that Steph needed. It also means that now the entire universe didn't just forget Cass existed after she left; Tim had kept in contact with her all this time.
It's obviously a retcon Miller made to his own first issue after having heard all the complaints it got...which is fantastic. Again, compared to "Deathstroke serum" and "overcame psychological illiteracy by reading harder," it's easily the best retcon for OOC behavior that Cassandra has received.
I appreciate the effort to address Cass but it doesnt make sense. Why would Bruce want Cass to leave and Steph to be tested at the worst time for the family (his death)? Tim didnt, but Steph who is supposedly her greatest friend did.
