I believe it's Simon Bisley. Not sure where it's from. Maybe a Judge Dredd/Batman crossover, but I think I've seen it as a trading card.

Bisley… hmm? the Judge Dredd ref was a good lead and I did find a direct reference to Bisley and this work (though it may have been misattributed… quite a few artists worked on those books and I think it might be possible that this is a Jim Murray work).

It's from Judges in Gotham by Grant, Wagner & Bisley.

It has Judge Dredd teaming up with Bats.
