"Batman in Barcelona", a criticique

I've just finished reading the one-off with Killer Croc, entitled "Batman in Barcelona" and there are somethings that just don't seem right. Firstly the Dark Knight seems to think he can just waltz into another country(albeit in pursuit of a wanted felon in the shape of Killer Croc) and act as he would as if he was back in the States( more to the point Gotham City) without any reference to local law enforcement never mind any Spanish based heroes around?( ARE there any Spanish based superheroes in the DC Universe as there are in Marvel-don't think so?). Superman, who is incomparably more powerful than Batman is nonetheless sworn to respect the laws of man(not just those of the US, but presumably of other countries as he did with Dr.Doom in the second Spidey/Supes team up) would NEVER dream of such an arrogant attitude. The conclusion alludes to KC's extradition to Gotham- is The Dark Knight virtually deputized by the GCPD to take prisoners into custody back to the US? What about the murders of Spanish citizens(women) that the Barcelona authorities could claim jurisdiction over? The Dark Knight may argue that his mission to protect the innocent includes not just the residents of Gotham or those of the US in general by implication, but if necessary all over the world, but this "universal jurisdiction" argument strikes me as specious!

Anybody think as I do?
