While we've all been scratching our heads about the big name baddy for a third film... now, we all know Nolan doesn't make his movies simply to setup sequels and doesn;t concern himself with anytihng beyond the film before him, we also know Nolan made full use of the sturdy foundation of begins and is no enemy of letting loose ends linger
And with Harvey seemingly knocked off and Heath most certainly being dead, I think the loose end most rife for plot material is the Bat-men.
While Bruce rounded up a few at the beginning of TDK and the Joker had his way with Brian, the supposed leader, The copycat element of Batman's crusade is far from wrapped up, or even trully explored. Sure, their presence served as a symbolic proof for Batman's effect on the city, for better and for worse, but with so much on Nolan's plate for TDK it feels like he deliberatly held off on digging into the Batmen.
I'm not saying that I tihnk the next movie will revolve around an army of fake batmen, but no doubt it can be exploited as a criticical theme and plot element much the same way the sons of the batmen were used in DKR
