Which in your opinion is the best CBM villain ever (both Marvel and DC)?
 
The Dark Knight version of the Joker is simply the best.

Is it cheating to use Marvel's Netflix shows here? I don't know. But they're better than most CBMs.
 
Nope, Netflix is fine, as it is also based in the MCU :)
 
It is Heath Ledger's Joker and I don't think we will see many contrarians. It is one of those things where pretty much everyone agrees. Like asking who the greatest Olympic swimmer of all time is.

It's hard to rank but my the top 5 group for me would be, in no particular order:

Loki
Joker (Ledger)
Kingpin
Kilgrave
Magneto (both)

In general I seem to mostly prefer supler villans with depth, explored over quite a bit of screen time. If I was forced to pick a favorite it would probably be Kingpin right now, but that could change depending on the day.

The Mandarin - IM3
HVT codenumber - SS
Ultron - AoU

Joker from TDK gets and honorable mention. I got a thrill from the shock value of how ruthless he was, but the themes Nolan explored with him weren't compelling enough for me to rewatch TDK to the extent I have the movies mentioned above.

Ledger's Joker is freaking iconic.

Beyond that I love both Magnetos,Doc Ock,Loki and Ultron despite everyone else hating him. If we count tv/netflix too then Kingpin and Kilgrave would be right below Joker.

Let me take a slightly different angle on the question. You asked which is the best villain, not just a particular version of a villain. When I think of which villains have been the most successfully translated into live action, The Joker and Magneto are in a class by themselves.

Batman '89 and TDK were each stamped by very different, yet respectively heralded, versions of the Joker. Likewise, Magneto has had an unparalleled amount of development on film via two different actors, Michael Fassbender and Sir Ian McKellen. While there have been outstanding portrayals of other villains (Doc Ock, Green Goblin, Red Skull) they were limited to a single outing. While Tom Hiddleston is synonymous with Loki, the question remains as to whether Marvel could successfully replace him if necessary? Thus, Joker and Magneto have had an overall greater impact on film and pop culture as a whole than any other villains.
