Best ISP provider out there now?

I have AOL but the price is a little high ($25.95/m) i was thinking about changing to Netzero but the low price seems like there might be a catch to it. In other words, a little too good to be true. I had Netzero many years ago, and concurred alot of long distance charges on my phone bill, without my knowledge.

So my question to you guys is, what the best ISP out there now?

because some places still can't get cable television or DSl services because they live in to rural of an area. My dad lives out in the country and he can't get DSL, Cable or Cable internet, so he is stuck with dial up for now. Good thing he has dish tv.
