Arrow Best Original Villain?

Since there is a hiatus on, I thought we pass the time by discussing the best original villain that the writers created.

Obviously Malcolm Merlyn doesn't count since he is based on the dark archer.

Cyrus Vance was a cool villain. I'd like to see him come back at some point. Mr. Blank was also a good villain. it's a pity that they killed him off.
 
The Mayor was cool...though maybe he was some kind of proto-Brick because they don't know yet if they can pull that off. Which reminds me of the fact that...man, I'd really love to see Brick later on.

J. August Richard's Mr. Blank was an alright villain. I didn't rave over him but I wouldn't have minded seeing him again.

Count me in with Blank as well. A frighteningly effective and blunt threat, with almost no BS at all. I keep hoping one of the LOA members reveals he was a member, maybe as one of the Seven Men of Death.

The Mayor was decent for a run of the mill badguy, but was pretty clearly just a filler antagonist. Vance came off as trying a bit too hard for me to really appreciate him. The actor was good, but the character felt like someone you'd see on the Cape.
 
I'm not one to have a stick up my ass about this kind of stuff but it isn't Vance, it's Vanch.
