i think a couple of the writers suggested/implied that Sylar ingests his victims' brains.Well, the jury is still out on exactly how Sylar duplicates people's powers after cutting their heads open. It could just be part of Sylar's own unique power that enables him to copy the power from an otherwise dead brain. We still don't know yet.

I don't think that Sylar literally uses the brain, and takes a chunk, and puts it in his head.
Rather, I think Sylar looks at how someones brain is working... seeing that that is his original power: to 'see' how things work. He must therefore remove the packaging before being able to see how a godsend's brain works
