Can You Name That Movie?

Years and years ago I was flipping around the TV channels at my grandmas house. I caught the last few minutes of some movie that was being shown on TV.
What I saw was some guy in robotic armor fighting some cyborg robot man in some sort of factory. He destroys the bad robot man and I guess he dies too.
Then it ends with a man and her little son at some museum of heroes and there is a statue of the man in armor and the son says "He was the real hero wasn't he?"
Of coarse my memory is a little fuzzy so I don't have more details than that. But does anyone know what movie that was?
 
How big was the robot armor?
 
It was like a suit, not to big or bulky if I remember correctly.

I really couldn't say what the movie is if you only remember seeing the last few minutes, any familiar actors? did the robot suit look have old fashioned SFX or souped up CGI?
 
It had early to mid 90s special FX. The quality of the film, from what I remember, was not super high budget but also not low budget either. It was like one of those Saturday Afternoon movies that air. You never have heard of them and they aren't the best sometimes. No familiar names I could tell either. But at the time I was young and didn't know many actors, and I only saw the last few minutes of the film.
The last few minutes were this guy (the hero) who was either in a robot space suity looking armor that sort of looked low budget, or he was meant to be a cyborg or a robot, and he was fighting this evil mindless killer robot man (who for some reason I remember looking more human) in some sort of warehouse or factory or maybe even inside a naval ship. He destroys the bad robot guy but must have also sacrificed himself. Then we cut to later on where a mother and her little son are at some Hall of Heroes museum or something. They are looking up at a statue of the guy who saved the day and the son says (or maybe it was the mom) "He was a real hero." And they walk away. The end. Then credits.

I remember thinking, even back then, "WHAT?"

Wish I could tell more, like who was in it, or more of the plot. But I cannot. It bugs me because I have never seen it replayed ever in all my years. Its like Lewis Black's joke about hearing the end of someone else's conversation, "And if it wasn't for my horse I would have never gone to college." And your left trying to figure it all out.
