I know that Captain America is for a notable accounts "Peak Human",but shouldn't being "Peak Human" in every possible way a super-power? Isn't it pretty good reasoning to say that being in perfect physical condition in every way is tantamount impossible?

Yes on both. It would be a super power and impossible. A human with the build to be as fast as they possibly can will not have the build of a human to be as strong as they possibly can, and vice-versa. The Olympics easily demonstrates this.
