Its been awhile since Ive seen the cartoon but Id probably have Armie Hammer as Captain Planet.

That poster looks more like the Planeteers are from different planets rather than different countries... and... I think I'd be alright with that.
As for Captain Planet? I'd have Daniel Cudmore for motion capture, and use James Marsden for the voice.

For the Villains:
Hoggish Greedly - John Goodman
Dr. Blight - Tina Fey
Duke Nukem - Ray Stevenson
Sly Sludge - Jack Black

These are the ones that really stood out in my mind as memorable from my childhood, especially Dr. Blight.

Dr. Blight- Michelle Pfeiffer (She looks a lot like a live- action version of Blight, and I could see her pulling off Blight's voice pretty easily), with Tim Curry reprising his role from the show as the voice of her computer henchman MAL.

It's was the Planeteers who were the real heroes. Captin only came in the last 5 mins to do his thing and then leave. That green mullet bugger!
